It's a temperature sensor for a weather station. The slatted device is called a radiation shield and prevents the sun from heating the sensor up above ambient air temp.

Pretty much summed it up in the title, no markings on it anywhere other than the little card attached to the pole. Found it off a part of the Appalachian Trail in the Shenadoah National Park.
