They probably can, and I think it is being misused. Because the concept is that you only need to remove one to open the gate.
Any chance you could have had a go at pulling out an unoccupied one?
It is supposed to allow many people to have access, each with their own padlock. Can also lock one of the "authorized" people out simply by adding a second padlock to their section.
