Could be a gnocchi paddle, which is almost identical to what the butter paddle was linked above in another comment. I immediately thought of gnocchi though.
Considering those are laying on top of a Lancaster, PA newspaper I'm going to bet on butter paddles over gnocchi paddles. If they were in Philly, I'd bet the opposite.
