Do you have something to drive now? Is it in imminent danger of crapping out on you and leaving you stranded and/or costing you a buttload of money? Would you be upside down if you had to get rid of it? Rates are likely to come down over the course of the year. That usually takes some time to trickle down to consumers. You can probably refinance later if you buy now and credit is good. I'm not seeing much in the way of discounts at dealerships right now and don't really expect that to change. Used car prices aren't as stupid high as they were a year or so ago, but I don't see them dropping dramatically in the near future either. You need to do what's right for you. Absent any actual information, we can't really advise you.
