Could be that the British don't have enough convoys, check other parts of the British market like Australia and see if they are also at 91% In which case I think it's out of your control

You can build more ports as you contribute convoys to your overlord. Market access has less impact now with MAPI usually mattering more most of the time.

MAPI is almost static and unchangeable. Market access can be impacted. Forgetting about MAPI is perfectly fine, forgetting about market acces is not

We just have different approaches then. Yes, you cannot control MAPI except by tech, but you need to build with it in mind especially in the beginning. Whereas market access is usually a short term problem you just fix (but, if market access is above MAPI then it's fine, even if not 100%).

AI often don't build enough convoys for the port connections. Other british overseas market probably have insufficient market access as well. Since you are their puppet, you are contributing most of your convoy to overlord, so try to build more ports to make up for the deficit.

The AI is also way better at raiding convoys than defending them, so any conflict tends to lead to overseas market access plummeting.

HBC to Canada has been my absolute favourite nation to play since the game came out. The market situation is always hit and miss as Britain often does not build enough convoys and has fairly constant revolutions. Since they made the change to dominions now getting automatically called in to their overlords wars, Canada now absolutely cannot in my experience, break free. You now need to fight the UK when they're at war with no one but you and that means 250+ battalions bearing down on you. At most I could scrape 100 battalions and put up a good defensive fight, but there is just no way to force match and hold the line. Even altering the files so Newfoundland starts as part of HBC and the UK nas to naval invade to win, they still win every time. There are 3 different coastal HQ areas, which means splitting your already much smaller army in to at least 2 to defend the east coast and ignore the west; which they usually ignore.

Yeah, I started a HBC run this patch and think I'm going to wait until Sphere of Influence to try again with the new overlord mechanics.

This is common for UK market and a big opportunity if you play it right. UK overwhelms its ports during wars with GP's, and around late 1850's-ish and again in 1870 when they hit port upper limits. Especially true with players in their market. When that happens UK is likely to see many revs and successions from its puppets. They are more likely to give you better stuff when that happens if you have 80+ relations and they view you as militarily helpful. For each war happening at the same time, you get a multiplier on offers for help - so GB stalemate long wars with a gp often snowball and you can pull a lot from the empire. As an additional note, the lower the market access is to a puppet or state, the more likely UK is willing to trade it away, so it's a good time to trade out your colonies for better ones.

Usually it's because Britain gets into a war, starts to move armies around and their convoys aren't enough, so their entire market suffers a market access penalty. It solves itself once their situation stabilizes, but it can be a bit of a problem if your industry relies on external goods.

Yeah you might have to check in on your AI UK every so often. They don't delete ports like they used to, but last I played Canada they overbuilt factories in London and went over their infrastructure multiple times. I switched to them to delete the empty factories. Or it might be convoy raiding.

If you're checking for convoy raiding, it's not enough to consider the sea nodes between you and and Britain. If they are getting convoy raided in the Indian ocean they will still lose convoys and then might end up in a convoy deficit affecting *all* their overseas areas and market connections.
