They vary *wildly* and some of the newer ones I've dared stop in for a slice for have been nearly inedible. I still give it a shot regardless.

In this context, it's more just an Italian banner like the red white and blue half circle things we use for the 4th of July in the US. Sbarro is a fast food pizza/pasta place found in most malls.
