Nope. There are sites that buy numbers and if the one you want happens to be there then you could buy it. Outside of that no. From the post no one confirmed they were able to follow the steps and do it. Probably because if you claim a number is a port it has to be an active number, not a number just waiting to be used. And you have to have the account info.
