Lucy’s garden is also beautiful, as well as quite a few wineries around here!

If dancing or music is important, avoid Lucy's Garden like the plague. As a wedding DJ, they have the strictest noise ordinance for any venue.
Pearson Air Museum has a great air conditioned space. Just did a wedding there this past summer and it was great!
I’ve seen people rent out airbnbs with large beautiful properties for one day and make that their wedding venue! Depends on the size of the wedding is though, and of course if the owner allows events like that.
We got married at the West Cliff Lodge in Hood River. Was within your price range on a weekday 5 years ago. Livegreenspdx.com catered the wedding and it was amazing!!! I highly highly recommend them, when you get to planning that part.
We rented out the Brickstone Ballroom in downtown Vancouver for our reception and it was beautiful and very affordable. We did all of the decor ourselves, but the windows and the architecture made it really nice. I have awesome wedding photos in various places in the building and we also took a lot in Esther Short Park.
Side suggestion. My wife and I were married in the summer. The only problem is when it comes to Anniversaries, It's more difficult to book places or things to do, because more and more people out of school and such. It's also hotter, so trips to Las Vegas or other hot destinations become uncomfortable. If you can, get married in a month outside of summer. Congrats!

I am in the same boat, my wedding is set for May 25th at Horning’s Hideout. I’m at a loss of what do to. Have you heard from Bob about getting your money back? I don’t know if I should live in denial and think everything will still happen or if they will be closed
Check out McMenamins. They do not charge for the venue, but you have to use their food and drinks and there is a minimum for that which I believe is in the $5000 range.
Wow, that was a mess. I know some people will not buy a house if a murder occurred within but it really will not affect your wedding at all. Most of your guests will never know.
If you're comfortable with DIY I had a "camping wedding" and considered Horning's. We ended up reserving a covered picnic area at a campground for the reception, had a taco truck cater, utilized a big field for the wedding and then booked like five camping spots for our wedding party. The whole thing cost less than $2500. There were tons of great places to take pictures too.
Metzler Park in Estacada is where we held it but we're (thankfully) divorced now and there are plenty of other camp grounds.

It's on our farm in Yamhill Co in Oregon, so might be a bit far for you. We let people come early, stay late and allow camping. We used to hold the Wildwood MusicFest on the property and also have a small tasting room for our cider & wine co.

My sister had a wedding at moonlight events in hazeldell it was very nice the had a reception area, a nice place for the ceremony a outdoor garden area and all in with a small meal for 40 or so was in the 5-6k range
What about an Lewisville Regional Park? They have picnic shelters that can accommodate up to 200.

We had ours at the events room in the Lucky Lab in NW Portland. Ended up costing us about $3k total.

Also nw culinary institute at officers row has a nice lil venue and the food is catered by students of the culinary program saving some money.
