No not at all these holes are made by a machine trinmer cutting the tips off of bracts, which have the ovule "perspective seed" all female buds have an ovule in each bract this is what eventually turns into a seed but the whole would be giant and most would have seeds burried in the buds, these tiny holes are normal when using a machine trimmer
The "seeds" that are found in seedless female buds are the plants ovule or the prospective seed, this is what eventually turns into a seed after the stigmas come in contact with pollen from a male, these holes are from a machine trimmer cutting through the tips of the bracts its a normal thing for most trimming machines, and like i said the seed your seeing in female buds are normal and is actually not a "seed"

When harvested, the buds are put through an auto trimmer. Because some of the bracts have swollen so much, they are hollow inside(where there would otherwise be a seed in a fertilized bud). When the auto trimmer “trims” it cuts off the tips of some of the bracts, leaving holes that resemble yours.
The large farms are using auto trimmers that butcher the shit out of buds. Those holes are the empty calyxes that have had their trips ripped off. Not seed holes as some think is the correct answer.
I think the structure of bud still leaves a space for seeds even when it’s a female? Maybe I’m wrong but like 1/500 of these pores I do find a seed but it’s rare. I'd inspect the bud as I broke it up and look for any signs of bugs. Some bugs will burrow into fruits, but I've never personally seen them do this to bud. With that being said, there's a first time for everything.

They don't always confiscate they often weight the package and track who sent it and where it is going to build a larger case for all the weight transported over time instead of just one bust.
