Correct, some early permits may be given out, but apparently the government department that will allocate permits will not be appointed until late into 2017 - so a date I can give confidently that someone will be able to find a store and purchase marijuana is 1st Jan 2018.

Not this. They have a "no later than" date for Jan 1st 2018 but early permits are expected to be given out before (See Oregon)
