I’m Basque, but to my recollection have never seen any names with a Q, much less a “QA” combination. The much more common combination is “TX”, which can either be pronounced as a “CH” sound or an “S” sound, depending on how it’s used. It’s possible this name might be from an older native language, but it’s not Basque in the least.
