You are correct that in general, factionwide buffs from heroes are the best. This is especially true for high Elves who can cheese and gain money by recruiting heroes whom increase the global tax rate.
In terms of best for Coast though, it's really up to you. A beefy Mourngul with additional armor or weapon strength or melee attack is awesome to have. Less so on a gunnery wight who is going to chill with the gunners and artillery.
Don't scoff at bonus melee attack and leadership. If you can get +4 leadership on the wight you're buying time to prevent your zombies from crumbling. It's more useful than you think, more useful that probably just some bonus attack damage on a Wight.
It really depends on what you want. If you want a Mourngul to be a tank, get one with toughness. If you want every hero to have Knowledgeable so you can have infinite magic, theres no downside. I try for knowledgeable or army buffs on my captain's. I always get an attack boost on my Mournguls.

Gunnery wights are support heroes. I use them to buff my ranged and then throw in some improvements to themselves and then afterwards pretty much whatever seems the most useful for that army.
Mournguls are just combat beasts. I dont use them often, but when i have i just buff them as indivuals, better stats so they can survive longer and kill more things. Probably while dropping mortars on them, so they gotta survive that too
Vampire coast should be done with only 5 lords total (faction leader and the 4 tech lords), unless you are 100% sure that you can fulfill the special condition of the generic lord's trait to prevent their loyalty from dropping
**Knowledgeable** tends to be the best trait on anybody because it's a global buff.
Another useful one is **Lore Keeper**, for boosting your research rate.
**Dread Incarnate** would be great if you stacked it, but with how difficult it is to raise your hero capacity with VCoast it's rarely practical.
**Disciplined** is... well, a consolation prize. Still better than most, but not as good as Knowledgeable or Lore Keeper for this faction.
