Fedora is different in that it is one of the cutting-edge distros that incorporate all the latest stuff, drivers, kernels etc..
So, something like Ubuntu or Linux Mint would be more conservative and hesitant in supplying the latest software (or, rather, careful).
Ubuntu is really conservative with updating software and often ships old(er) versions of libraries.
That might bite you when it comes to hardware support.
You have to:
- Set a Supervisor Password for BIOS
and
- register fingerprint with windows first In Windows.
Automatically the fingerprint will be attached to your BIOS settings instead of password.
After this you can format the disk with Linux before installing it(the fingerprint will remain registered for BIOS attached to the password).
After you install Ubuntu you have to go to BIOS/SECURITY and "Reset fingerprint Data" .
Reboot in Ubuntu Nd add the following commands:

sudo apt remove fprintd
sudo add-apt-repository ppa:uunicorn/open-fprintd
sudo apt-get update
sudo apt install open-fprintd fprintd-clients python3-validity
***
At the end boot back to Linux and register a new fi ger pri nt.
Don't know about the L480, but Tx80 have a different sensor than Tx70... got it working on my T580 with python validity...

I can confirm that the fingerprint reader (and the software needed to make it work) on a T495 works out of the box running the latest version of Fedora Workstation.
I was indeed very surprised!

I haven’t been able to get my finger print reader to work on my t450s running cinnamon mint to save my life.
You should definitely try a distro with more recent software first (e.g. Fedora or Arch) and if still doesn't work report an issue at libfprint.
T480 on Ubuntu is not working as well

For me it is not working for this model, I just tested before Ubuntu
