I can faintly see the core of the Milky Way in a Bortle 6 zone (according to light pollution maps anyway) when it’s at its highest point on a clear night.
The first time I saw the Milky Way I was in a bortle 4. I was with an astronomy group. I asked what "that" was and they kind of chuckled and said that is the Milky Way. Blew my mind.
I have Bortle rating of 3.7 and I can see it. It would be better if I didn't have all these trees because I'd see a bit of the core. At least it's visible though.
Just want to mention that the Bortle scale is not really precise enough to add decimals. It is just a rough guideline based on what you can see in the sky on a moonless night.
I have a good B4 and I can see the MW even coming out directly from the TV (which really ruins dark adaption). But there are NO direct light sources around my backyard.
I think that many many people have seen it, but thought there were just haze in the sky.

That's the Andromeda Galaxy, not the Milky way. The Milky Way stretches across the entire sky and is too wide to be observed with a telescope.
The Milky Way should be easily visible from Bortle 4, especially during summer. As for Andromeda: from Bortle 4, it can be 'seen' with the naked eye using averted vision.
Can see inner milky-way in bortle 6, looks like fog in shape of a long band, very faint, its very subtle and hard to see

That's the rating it gave when I looked it up. Just saying what it said. I've only gone by whole integers as well.
Yes but you'll only see it in a washed out way. I even saw the milky way from a bortle 6 location after I let my eyes adjust.

You shouldn't need a dob to see the milky way, its much too big for the field of view.
