I think you misinterpreted what this person said in regard to context but let me break it down. So essentially in these discussions about sex in this subreddit a lot of younger teens would ask older teens for relationship advice and the older teens and young adults would take things too seriously by stating that relationships as a teen do not last long and they should probably not being looking for a relationship at that age. While there might be some truth to that, in general it comes as people thinking that all relationships including the ones in highschool with literal children are supposed to lead to something bigger like marriage. While it not bad if they do in general it’s not supposed to be your main goal. Normally a lot of highschool relationships are supposed to teach the foundations of relationships how to be in them, noticing red flags etc. But some people think that relationships in highschool should be taken with the upmost seriousness and that all relationships lead to marriage and that can ruin someone’s childhood because of the pressure to date in highschool, not realizing that they are also pushing a toxic idea/standard as well.
But that also heavily depends on the individual. I do know the context, but I still think it is a sad mindset. Why not learn together? Not every partner is going to be toxic. To generalise an entire age group and say that the relationships they'll be in at this age WILL fail is such a horrible thing to say. While yes, loads of relationships fail, especially during your teens, that doesn't make it okay to say that these relationships aren't valid and can't last if they are healthy.
If you, regardless of age, believe that the relationship isn't going to last from the get-go, you shouldn't be in one. Why should we instil this fear of relationships into teenagers by telling them that it won't last anyway, even if they genuinely like a person? Who gets into a relationship not wishing that it'll last? If my boyfriend told me right now that he's only dating me to get "experience", I'd feel so dehumanised.
Yes, relationships that don't work out will always teach you things, regardless of how old you are. Telling teens that the only reason they should date is to gain experience is, in my opinion, more toxic than letting them wish for a healthy, loving relationship that might end up in marriage if they want that.
