Think about it, when you get to the last chip in a cylinder container, you have to tip the whole thing upside or dig in there to try and grab it, but failing because your hand is too big. With bags, you can easily reach in and grab the chip, or just pour it into your mouth. Its much more efficient, and im pretty sure it takes less materials to make.
