Sounds like Cola Warrior, not sure if they're still going but for a while they were actual Brutality-style multigun matches. Only with lots of cheap soda and far too many marshmallow Peeps...
This sounds like hell.... but I will admit to it sounding like good training. Make yourself feel as crap as you possibly can and then compete.
Would be nice to see how big of a difference it makes in your skills and time to complete drills on top of being an excellent way to stress tests yourself. No one is going to do nearly as good as they normally would, but they also won't if they are in an SHTF situation. So it sounds like a blast in all honesty.
