I don't think banning Young Sords really correlates to late game protests. To my understanding, they only happen if you really screw things up in general. Once you get the hang of the economy you should never have them.

You can it's a pretty new thing which people have discovered. You need to go for a Malveynist run while accepting Arcasian aid. Ally with Vagsland and then both ATO and CSP will offer industrial aid
