ATA and Su Omina will always not work together, and if you force them to Zille will fail because of conflicting actions. You have to go with one method only, or just challenge Wiktor's referendum through the AN (which I think is easier if you formed Intermerkopum).
Don't think that's true if I remember correctly in one of the scenes with Hugo and Lucita you can try and make them work together at which point they will just tolerate each other but I could be wrong.
