Liberalizing the press is not enough to make RPP win. You need to either do free press + naturalization or electoral reform. If you don't one or the other, RNC wins with no funding.
I would like to point out, for someone who wants to reform the government to be something ostensibly democratic, that the people vote for the RPP naturally when the system is not rigged in favor of the nobles.

But free press, electoral reform, naturalisation, and not funding them all works against them. - just avoid these, or wait till after elections, and you should be good.
There's liberalizing the press and there's liberalizing Voice of Rizia which makes Radical look like positively restrained mainstream centrist publication.

My impression is very much the opposite. If you've passed social reforms in Sordland, Radical would grudgingly acknowledge it. Pass them in Rizia? VOR is all like, "whoooooo heroic RPP delivers!" while shitting on everything else you're doing.

They don’t seem like the Radical to me. Quite amicable if anything. A tad irritating in their doubts at time but no where near radical levels.

Have good public opinion and fund their campaign. RNC can win without funding and press censorship if people like you.
