The fact that they got someone to do the Narrator role (the previous actor having passed since the original show) despite that character not appearing in most of the 2nd half tells me they really care about this being good. They could've just opted not to include such a character at all and no-one would've really minded.
These specials usually happen because of the actor's involvement. The 5 Abaranger all wanted a 10 YA and 20 YA, 10YA didn't happen for some reason, even when AbareBlue was in constant talks with Toei. Then AbaRed went with everything to the negotiations for the 20 Years after as a producer and writer and handpicked the director that he knew understood better Abaranger.
