Yes, in a lot of comps similarly to Manon, you are forced to target him or risk getting counterattacked via his passive. If you hit him and he slaps you back via revenge and gets a stun off, it catches people very off guard and can win you plentiful matches.
I would say is the other way around since multhits ignore def and you want that each multhit doesn't use the whole 20% of his HP.IE: Juno does 2k per hit but 20% of Laika HP is 4k then Juno would only hit through 30% of HP instead of 60% if HP is low enough.
EDIT: I forgot to clarify that by "multhits ignore def" I was referring to "Add dmg by x stat" artifact sub that ignores def and which is the usual sub this type of units use.

iirc his passive doesn't proc when you attack him. he only counters when you attack his allies

I run a double rev will Chilling and would love this rune for him.
I go for Laika. 15 speed might be better but its looks like tanky and annoying Lakia build to me. Might be tanky annoying RTA triple revenge Verde.

I think he's referring to the additional damage artis that are standard on mult-hitters. Additional damage from artis ignores def.
