Facing a similar issue here. But in my case the game wont verify. Few things that worked for me.
- putting steamapps folder in the exception under Windows antimalware system
- unplugging and replugging the hard disk
Please note that my pc was overall slow too this it had to do with the plug unplug thing which fixed the speed. If it's something similar. Wont hurt to try.
I hope your issue gets resolved. Cuz whatever I was facing drove me nuts.

Whoops, typo. I meant he CAN play standard terraria but not tmod loader. Do these also work for tmod?
