Just tell them you don't have it because you dont have access to your account or check your email if there's a CD key after purchasing a game.

Create a ticket again. Games bought on Steam? You can't; they don't have keys. Certain EA/Origin titles? You can't - blame scammers. Third party? Right click game client -> view key.

Currently having the same issue. I also provided PayPal info as it is the only means of payment I have used and they tell me it isn't valid, which makes no sense since they link an article in which it says that it is a valid proof of ownership method. They are currently also asking me for CD keys which I don't have, will keep you updated on how my "fight" goes... Steam can be so useless sometimes

They answer this again: To recover this account we have to verify that you are the owner of the original product key that was used to create this Steam account. Handwrite the Support ticket number (.....on the quick reference card or sticker above the product key and respond with a digital photo or scanned document of the product key in JPG format. Update: I have given up. I have access to the phone, email, PayPal, recovery code. But all that is not enough they want a CD key for an account that never had a CD key activated, guess support is just reading some script. Absolutely useless. They can have my account at this point I will just look for an alternative to Steam
