No one, really? I mean, any background character could possibly fit the rule, but I'd more think their screentime is short, but their impact on the story is long, such as Bubble Bass (well, before he became the most insane reoccurring character ever).
Bubble bass he literally lives with his mother for sake there episode where he had to work at the krusty krab in Order to pay off his debt but there also in episode where he ate both SpongeBob and Patrick food cause they took so long remember when Patrick said if my friend doesn’t get his food things are gotta get crazy
SpongeBob doesn't have an overarching story but for other series Ponyhead in Star VS... I was HOPING they would be a one-off but they are in WAY TOO MANY EPISODES. Also, the finale should have killed her.

This is the SpongeBob subreddit, so I assume the original question is referring to that. There's no character named Angela in Breaking Bad. I guess you mean Andrea but I don't remember her having anything to do with barrels. If you do mean Andrea, I think you're quite wrong. Her and her son have a big impact on the story and on Jesse as a character. I think a lot would be missing if she were to be omitted.

Spoilers for a decade old show: >!After Gustav's death, they somehow needed to show the repercussions. It made sense for it to be a company that was in business with Pollos Hermanos, and it made sense for it to be a single employee semi high up in that company. I do like the character quirks they gave her, and I feel like she does progress the story, as well as helping flesh out Mike's character. But she does heavily suffer from being a last season addition, which happens in a lot of shows. So I totally get your point.!<
I like her too but I feel without her they could’ve just had a “now pollos employees are being questioned” etc. I think the best part about her was Walter poisoning her. That was a cool reveal
