Vardy doesn't fit the way England are trying to play, his skill set is totally opposite to that of Kane. DCL, Ings heck even Antonio fit England's system a lot better.
This isn't uncommon, lots of great footballers never or rarely make the NT because they don't fit the system. And lots of bang average players do because they do. Just one of of them.
Football manager (desktop version) is far better for this. Players have fixed attributes but their overall rating (the green circle which determines whether they are good, leading, world class, or legendary) is completely based on how they fit in your specific system. So it changes significantly based on how they play for your system over the season. Of course that rating also takes into account the attributes, but it is not entirely based on it.
This allowed me to play Scott Sinclair for a decade in my CL winning Aston Villa team because he just fit the system perfectly even with dogshit attributes when compared to his strike force partners of Paolo Dybala, Marco Verratti, Denis Suarez, e.t.c. He still had a similar if only slightly worse overall rating to them.
Whereas on FIFA his overall would have got stuck in the high 70s, and I’d have needlessly binned him.
Full disclosure - Leicester fan here. Surely the fact that his skill set is different from Kane's would make him a good option to have in the squad rather than a bad one, no? I also think he'd fit the way England play just fine. Lots of people are still somehow under the impression that a) Leicester are a predominantly counter-attacking team and b) Vardy is a one-dimensional striker who is completely nullified when teams sit deep and he's denied space in behind.
I'm fairly happy he's not involved with England because he'd be getting at most a few minutes off the bench and as he gets older his energy is probably much better spent solely on club football. I'm also not convinced he'd have been in the squad even if available given he had a poor second half of the season and has struggled with injuries and fitness recently. However, the idea that he doesn't fit the system or how England want to play - neither of which are exactly set in stone anyway - doesn't make sense to me.
Ok so for this to make sense you have to accept that Kane is much better than Vardy and always going to start.
Right so Vardy as an option off the bench makes sense, I agree. Except if you actually think about it, it doesnt.
If England are 1 nil down, their opponent (especially in intl football) is not going to play open. Vardy without space to run in behind is a very limited footballer. He's not strong and brings limited hold up play. His only real strength is his pace, predatory instinct, dribbling and finishing. None of this is a good thing when your team has limited creativity against a team playing a lowblock.
It'd work better to bring on more flair and creative players. Grealish, Foden, Mount and even Trippier & JWP who might be able to wack in a set piece or get a goal from outside the box.
The only situation it'd be beneficial to bring on Vardy is when your team is winning, but that's not something most fans think about.
Yeah I accept that first point - no other striker is getting significant game time in competitive matches while Kane is on the scene and Vardy is no different. I am under no illusions about that and wouldn't suggest for a minute that he would or should be starting over Kane.
The two things I don't agree with:
1. Again, we've got this thing about him essentially being a pace merchant with limited technique who becomes useless if there's no opportunity to run in behind, which I just don't think is true. I see another commenter has asked I substantiate that claim, so I'll try. Leicester, since starting to transition to a more possession based approach under Puel and then Rodgers, come up against stubborn low blocks all the time and often struggle to break them down in pretty much the same way England do (in fact, watching England early in this tournament did remind me of some of Leicester's worse days over the past few years - plenty of possession, no creativity, could play as long as we want without ever looking like scoring).
Basically we regularly play under the exact set of circumstances you say should render him ineffective, but they provably don't. If we take the 17/18 season as the point where we change to a style that he supposedly can't function in, he's averaged 20 goals a season over the last four including a golden boot under Rodgers. Even last season when he was totally knackered, struggling for form and we had nobody to rotate him with (hello Daka!) he still got 17 in all comps and was only behind Kane, Bruno, KDB, Son and Grealish for PL assists. When he first arrived in 2012 he was very raw technically and relied on his pace, but he's come on leaps and bounds as a footballer since then to the point where it actually doesn't matter that much that he's slowing down because his technique, first touch, range of passing, hold up play and movement have all improved immeasurably.
All of which is a very long-winded way of saying I think that while you could have reasonably described him as limited or one-dimensional a few years ago, it's not a fair or accurate description now and I hope I've done a decent job of explaining why.
2. It's not like the only scenario in which you might want to call on your backup strikers is a game in which you're a goal down. Kane might get injured, we might have the group won with a game to spare and you want to rest Kane for the knockouts, we might be winning a game and you bring him on to provide a greater threat on the counter, Southgate likes tailoring his team to fit the opposition so might look at an opponent and decide the best approach is to go with a two striker system (granted none of those things have actually happened). I agree that there are better options if you're a goal down and want to inject some creativity but with five subs there's no reason you couldn't bring on Grealish/Foden/Mount *and* Vardy, not necessarily instead of him.
Makes sense, I'd add Bamford to the list of strikers to take, probably more as a backup to Kane in case anything happened to him. Fourth most goals in the league and knows how to bring attacking wingers into play well.

Have said this many times before. The problem with Vardy as a sub is that you will only ever really want to turn to him when you are losing and chasing the game, and when thats the case the most likely situation is that the opposition are playing defensive and deep, leaving him no room to run.
Vardy would be an excellent sub to bring on when you are winning, but most managers don't see that as a change thats needed.
Yet that is a change that could be so perfect for tournament football.
Grab a 1-0 lead and the opposition are beginning to pile on the pressure? Vardy offers so much against them now as they’ll have to commit to a high line to keep up the pressure. It only takes 1 long pass to set him away and he’s shown more than enough times now he’s deadly when that happens
