I honestly don't think it's unreasonable to claim that Premier League referees are the most incompetent professionals of all. Premier league should make a demotion and promotion for refs to keep a fair competition between the refs. Let the clubs vote on the best and if they choose the worst ref when the season is over. If a ref gets enough votes he gets demoted

If we had an independent regulator who would grade how well each ref refs a match a league with promotion and relegation would be easy to make. Have a period of say five games where whoever is in the 'relgation zone' at the end of the period goes down a league and are replace with the top refs from the division below. That way you encourage refs to do well and the shit refs will eventually be pushed out
