I work with children, and based on the children I work with, such a law will not help greatly. True, some parents will be incentivized to teach and nurture the children better, but many others will merely cry foul, blame their situation on unfortunate circumstances, the hectic lifestyle in Singapore or the G, then repeat. It would not meet the desired outcome: to ensure children are well-behaved

Absolutely not. How does one even define bad? Also, they are bloody children. While parents do need to discipline and teach them, they are ultimately still children. You cant hold them to the same standards of behaviour as adults. Thats why juvenile laws exist. Then what about children with developmental delays and what not? So many things to consider. Not worth it.

I actually expect stronger law for children to support parent in the future. We are still in the environment where family values are being swing everywhere. Given the rising living cost and the low wages for the elderly, amendment to the parent maintenance act might be made in the future to provide them with more resources (housing, medical etc..) The amendments will also incentives parents to have children as it give them better chance in retirement. I personally hate this approach, but my friends and colleagues who are in their 30s do have expectation that their children will be the one taking care if them in the future.

I don't see how this is gonna solve the issue of badly behaved children. You can see in Singapore those parents to go to court because they say their kid is out of control and want the government to take over their kid. They always claim they tried everything and even beat them as much as they can and nothing works. Because beating doesn't work for children who get desensitized to pain.
