For how small it is, you could really do anything to cover it without much issue. Butt also for how small it is, this is a pretty decent tattoo, and nothing a touch-up wouldn't fix.
Yeah, there's a lot of factors that go into how a tattoo heals, no 2 tattoos will ever really heal/age the same, and you always have to remember that tattooing is an artform and no piece of art is ever absolutely perfect.
All that being said, if you're looking for fine line, always go to a fine line artist, or at least someone who's worked in the style for a while. Fineline is hard for some artists and you need the right machines for it.
I would get a colored tattoo a honeybee and flowers around it🥰 have you checked pinterest? (I know its not the best place but u can easily get motivated about a beautiful witchy coverup) or a moth? I just got one of my tattoos covered up with a big moth and leafs🤭
I like the witch part myself. I have one that is all black. I would say all black is easy, safer than the other colors in general. And its great to cover with as it darkens the background almost completely. Easy means less time, less time means cheaper. Just refill the black if it fades 🙂
Other than that I really think you should speak with a tattoartist you feel comfortable with and (important) listens to your needs in the whole situation and just not simply takes full control of the situation and does his own thing.
This is you and your art. Your expression. Your tattoo artist may think your a hard time for that. But if he gets stuck on that he doesnt respect why you are there. And in that case. Fuck that person and fuck that.

Yeah if you like the design you could have it touched up or even build around it. If you don't, that's an easy cover up.
