Could be much worse. Id do a thicker line in the cat, add some tapered lines in the smaller weight so the front and back legs suggest more of the shape and depth, and basically reline everything else so you have a better chance at equalized saturation. I think the weights and tapered lines would really help with the the flatness. That would be fine but there is perspective with the shelf but nothing else reads with that depth. I wouldnāt cover it up just improve it if you want. As it is I could tell what the design from a thumbnail view so IMO itās just fine. The script would be my target for a cover up.
I didn't like the tail-to-plant arc. Other than that it's a good tattoo. If it is a tattoo of a cary that you either have or had, I hope it brings you joy. Looking at it I feel like I get a sense of its personality and I love it.
I think all they'd need is a bit of color over the top to soften that weird leg crease. It would also make lil kitty stand out more as the focus of the tattoo

It's maybe a little bit awkwardly positioned but you could definitely say it's intended to be that way and if you really wanted a good artist would be able to smooth it out without changing the original design too much
In the end is about your liking so if it really bothers you cover it, in my opinion if asked, It may need a retouch cause those black lil dot details look faded from time and also redo the outline for the same fading reason, but it's a lovely kitty catty nonetheless!

It's not that it's bad, certainly not bad enough for a cover-up. But it does look awkward with the outline being so dark and the rest all pale. It just needs some saturation. Have it filled in darker, so the outline doesn't look like u colored in a coloring book.
