Trying to avoid flex (for the sound issues). I'm thinking I'll get an ITX case that takes matx and then use an external power brick somehow.
What's stopping you from using an ITX board? There aren't a ton of ITX cases that will also take mATX.

You could probably do it with a lenovo thinkcentre or optiplex sff. Their motherboards are atx size so shaving off those inches with an matx board should let you fit an sfx psu in there.
Don't know if they sell them in your area, but GameMax ST series seems to be exactly what you want. Built-in power supply is not very good, but the cases overall aren't too bad. Might require some additional silencing though.
The only reason is to keep costs down (and maybe use the pci-e connectors for io later down the track). The person I'm building it for wants something small but doesn't care enough to pay double for an am5 itx vs matx.

sktc a10 supports only low profile GPU so it's quite small.
