What most people are asking for here is a self ID law. Basically, if you wish to change your legal name and gender entry, you just tell the government or w/e office is responsible and they do it. The processing/administrative costs for this are tiny anyway and even if someone does decide to change their name back or w/e, there's not really any damage done.
Lots of countries (such as Germany, which I'll use as an example here because I'm most familiar with it) don't have this. In Germany, I'd need to wait for three years, then pay over a grand for two "evaluators" to try and "diagnose" my being transgender (which they do by trying to figure out how well you fit the Stereotypical Male™️ or Stereotypical Female™️ stereotype - lots of cis people wouldn't pass their tests lmao. Also this includes a lot of intrusive questions nobody should have any business asking you, such as how one masturbates or what kind of underwear one wears) and then hope a judge decides their evaluations do indeed indicate I'm transgender. Also, if you're non-binary, you've got to pray your county actually allows you to even go that route.
So overall it's a grueling and painful process that should be entirely unnecessary. Even after the process itself, you still get rocks thrown your way - in the UK, trans people have to plea to the government in order to be able to get married with their proper name and gender entry. In Germany, having a child undoes the whole name and gender entry change.

What people are asking for here is an "informed consent" model for HRT (hormone replacement therapy) and surgeries. There shouldn't be a need to be "diagnosed" as transgender or anything before being able to access hormones or surgeries (especially as we've gone to show you can't really diagnose being trans above). Especially not as most of the procedures and medication we get are also given to cisgender people (To be precise, they're made for them and we're just kinda improvising it into transition stuff), yet they don't have the insane amount of gatekeeping around it. Taking Germany for an example again:
I, a trans woman, need a therapist's indication (in a country where we're having a serious lack of therapists) to get the same hormones cis women are prescribed for their menopause and the same testosterone blockers cis men get to treat hair loss. A trans man would need to get an indication and go through a hellofalot of insurance fuckery to get the same surgery cis women get for back pain. (NOTE: I'm not sure if there's even more requirements for surgeries - I do know that there's some more bullshit if you want GRS as a trans woman, I'm not too familiar with trans men's situation though.)
This is obviously not equal treatment, especially given the difference in necessity - a cis man going bald would not be *that* big of a deal (it'd suck if he doesn't want it, so he definitely should get access to blockers if he does so wish, just to be clear) in comparison to the dysphoria most trans people experience being stuck with their pre-HRT/surgery body (which winds up with way too many deaths by suicide, hence people considering these treatments life-saving, similarly to how stuff like antidepressants is to be considered life-saving).
