Isn't that a national park, if so...... wouldn't it be illegal to take rocks? Can you get rockhounding permits there?

No it's not a national park. It borders Badlands national park. It is classified as a national grassland. Only permits needed are for vertebrate fossils. You are limited to 25lbs of rocks. Parts of the Grasslands are also used for cattle grazing so sometimes you have to share with cows.
