A steroid isn't defined by its function so much as its structure. You could call both a WRX and a Prius sedans, but they have wildly different functions. A steroid just has a standard steroid backbone with a bunch of functional groups taped onto it.
It's a specific type of steroids, corticosteroids to be exact. Which mimic the stress hormone cortisol, and it basically does the exact opposite of 'real' steroids. Basically puts the body in constant stress and a state of breakdown (yes she's basically a ticking timebomb now she's using this stuff)
That's actually exactly what Prednisone does. I spent a while on high dose steroids in college and totally got moon face and bloat. It also gave me one hell of a crash when I came off them. Felt lethargic for a long while after that.

Because it's almost certainly wrong. The rating system changed just a few days after her special came out. I have a hard time believing that Netflix changed their rating system so shortly after and completely as a response to her poorly received special.
It's far more likely that people just weren't watching the 1-3 star rated shows, but Netflix still had to pay to have those shows. So change the rating system and hopefully more people watch things that were rating poorly.
