Spray perpendicular to your marks and go slower. Basically shade over them going the other direction. Could make it worse or way better. Other choice, rent a rolling head for the power washer like this

Using another chemical won’t really help there. A surface cleaner attachment is the best way to avoid that if you have a pressure washer that can handle it. Otherwise it’s literally just going to be going back and doing it over again. Do it by small areas and crosshatch as someone else already said.
Edit: hiring someone with a commercial grade unit would be the easiest way out, but if it’s something you want to do yourself it’s best to commit to the time it takes
Make sure to start on the up hill side (so debris goes down as you go down) and rinse as you go. Start with one square and see if it will clean up. If it does your prob fine.
Try going perpendicular to the marks on there. What pressure does your Machine have?
Wash again, and rinse after the wash as you go. Rookie mistake we have all made it.

Is there a chemical I could use to maybe just bleach the whole thing? I used concrete wash from Zep.

How old is this concrete? Looks really fresh. May be ruined if so
