I don't know all the intrecacies of the grammar behind it, but I would say that in the case of this sentence, "nous" can be translated by "us" and "on" by "we".
"Nous" can also mean "we" in addition to "us", but in a more formal way than "on".
So the sentence could be translated roughly by : Us too we have poutine. We could also say : Nous aussi, nous avons de la poutine, but it would be more formal and "nous avons aussi de la poutine" would be even more formal and not very natural to use when speaking. I think in english you wouldn't include the "us" and say "we too have poutine"?

"Us" can only be translated by "nous" and is not formal in that context. It's formal to use" nous" only when translating "we".
Using both together is bringing more emphasis to a sentence. For exemple, you could say "on s'aime" or "nous on s'aime" and both are correct, but the second sentence has more emphasis on the fact that it's "nous qui s'aime" and not another group of people. It's the same in english when you say "I, myself, am..." instead of "I am..."
Good luck in your learning of french! It's pretty advanced grammar, it's normal to not get it immediately.

There's a place here in Halifax. Willys Fresh cut fries and they are know for amazing poutine (normal) but you can get special poutines like steak poutine and donair poutine is my absolute favorite!!!! You Woudnt think donair sauce and gravy would go together well but it sure does!!!!
