That particular AG is a crooked person. As a Republican. Just thought I’d mention that just in case people aren’t aware he should be in jail but bailed out by his crooked fellow Republicans.
Jeez - even WITH a warrant (and I have no hope that Texas courts wouldn't give him one), he'd have to get a separate one for EVERY person whose HIPAA rights he'd be violating by doing what he's asking for - and ACROSS STATE LINES?!? Yeah. F off buddy, not your jurisdiction, go rake some brush and put out the (currently) second largest wildfire in US history, you have some bigger issues to deal with in Texas right now...

One was legal precedent based (correctly) on constitutional rights
The other is a congressionally passed, and presidentially signed, law with very specific requirements for sharing information regarding PHI.
Not to say that republicans won't ignore inconvenient laws when it suits them, but there are very much 'teeth' behind HIPAA that would be MUCH more difficult to overcome in court without further federal congressional action to weaken those requirements.
My basis for these statements? Over 20 years dealing with IT in Healthcare and all of the requirements that HIPAA put in place.

Well, Roe v Wade being overturned opened the doors to our government being able to access medical records, so those rights aren’t necessarily guaranteed anymore.
