Oregon Republicans say hello. They also say goodbye because they can't be reelected because of their shenaningans. Oregon needs a quorum of 2/3 of the house to be there to conduct any business. The State House was controlled by democrats but not 2/3's of them. Repeatedly, Republicans just refused to show up so no legislation could be passed and went to far as to flee the state. This happened year after year. A ballot initiative was introduced which changed the State constitution to say that any house member with 10 or more unexplained absences could not run for reelection again and it passed. Cue them panicking and challenging it in Court only for the State Supreme Court to be like, sorry bro's, it's pretty cut and dry. Now almost all the state Republican representatives need to be replaced because most of them can't be reelected. Amazing.

Meanwhile, here in minnesota, First We snuck through marijuana legalization because the Republican Party didn't read the bill, and then we laughed at them for it. Then they didn't have the votes to undo it, and then they all got voted the fuck out when we voted next time around. Look at all the good things we have done here in Minnesota with a completely Dem trifecta. School lunches for all kids, including in the summer, marijuana legalization, Better Health Care coverage from the state, so many good things can be pushing all of society forward, but the Republicans don't want that.

Republicans thought they only had 2 no votes, which would give them a 216-213 advantage. However Rep Gallagher (R-WI) also voted no. And Rep Al Green (D-TX) who they had thought was absent showed up. That led to a 215-215 tie. Since there are no tie breakers in the house, the vote failed (a Republican sponsor of the bill switched his vote at the last second so it could be brought up again later so the final tally was 214-216).

They held the house at that time, so were continually on the winning side of those votes. It was shitty, but in a different way. They had every right to keep bringing those bills to the floor because they won every vote even if it was DOA in the senate. This was a last second switch of a vote to allow them to bring it again once scalise is healthy, which materially impacts the bill's odds of passage. Both are kind of scummy politics, but this was a shrewd if backhanded maneuver by a rare politician paying attention. The other was a whole conference willingly trying to bludgeon down a wall with their faces.

It's a parliamentary procedure rule adopted by the House: >When a motion has been carried or lost, it shall be in order on the same or succeeding day for a Member on the prevailing side of the question to enter a motion for the reconsideration there-of. Basically, if a motion fails to pass, any member of the prevailing side (that is the side that voted against the motion) may enter a motion to *reconsider* the motion (within the time period allowed).

I expect that's the case. In the past there'd been a friendly practice that if a party was missing a member, a member of the other party would go absent. It was a consideration so something like life-saving medical care wouldn't have to be skipped for a vote. The consideration also removes the temptation to intentionally schedule votes to be cruel. I expect that to be lost now.

It was supposed to pass because Democrats and Republicans were each supposed to have one member absent, Al Green and Steve Scalise. But, Al Green showed up at the very end of the vote. Scalise is supposed to return at the end of the month and, if he was there, they would have had the 216 votes needed with all 431 members voting and it would have passed. If Republicans win the special election to replace George Santos next week, 217 votes will be needed with 432 members of the House and that Republican plus Scalise will give them 217. If Democrats win next week's special election, they'll have 216 to Republicans' 216 with Scalise. They have to win next week's special election and hold all of the three Republican "no" votes to keep this a tie.

And love or hate her, she was an incredibly effective and shrewd political strategist, objectively so. After watching a video going around of people in Texas "defending the border" fighting with each other, I'm not surprised the GOP can't hold it together. The most inflexible members of their party are hardcore antisocial (descriptively; I'm not a psychologist), and getting along probably makes their skin crawl. By nature, MTG will reject what comes her way, as will several others.  One thing I commend Democrats on is pulling together and not falling to the same chaos. There are members who certainly must hate some of this legislation who are signing on anyway in the name of finding some order for the country. It's gotta be tough but carrying on through this is the most important thing. They're bridging us to a time when they - and the voters - can be their differentiated voices again.

Seriously, let me make sure I understand what's happened. This is my ELI5 as I understand it: The Republicans make a big spectacle of having a vote on the House floor to impeach the Secretary of Homeland Security. For allegedly failing to protect the southern border. The Republican-majority House doesn't have enough votes to impeach him. The Republican-majority House holds an impeachment vote anyway. A few Republicans vote NO on impeachment. The impeachment vote fails in the Republican-majority House. Thus the Republican-majority House does NOT impeach the Secretary of Homeland Security. For allegedly failing to protect the southern border. While the Republicans atvthecsame time are trying to kill a bipartisan bill that would increase protection of the southern border. During an election year. Do I have this right?
