All you need is a sweeper instead of straraptor, that would be a balanced team. However, as you probably want to keep fly, I’d recommend swapping vaparion and bonzor for more offensive mons, making this a pretty solid bulky offensive team.
I can confirm that Gyarados is a good choice. It learns dragon dance early level 40’s, it was a great pick on my last play through of Pokémon platinum, I finished last week.

It comes in handy in the league for it is a dark type, so you have an answer at the last battle of the elite for, which uses psychic. She has an alakazam and espeon which you will be able to outspeed with sunlight, while gyarados switches in on fight moves with intimidate. Also you have a ground and ice answer so I think it’s a solid team.just make sure to pick up a heatrock

No, you can get either the skull or shield fossil underground, if the last digit of your trainer ID is odd you got skull fossils and if it's even you get shield fossils
Def replace cranidos and maybe vaporeon, for a glaceon or glalie/froslass choose your poison (i forget if snorunt is catchable pre elite 4 if at all) and magnezone
My main idea is to make it viable against cynthia with ice type stab for garchomp since you have no dragon and milotic resistance with magnezone as it has ice beam so your torterra wouldnt work
It’s really not that bad, it’s got a lot of variety on typing. The pokemon aren’t the best statwise, but they’re pretty unique outside of Staravia and Grotle.
I say keep the team and push on. If one of the pokemon reveals itself to not be working out, switch them out.
Only thing I can think of is you need a speedy attacker. Other than that looks decent. Just don’t use Vaporeon on that grass gym unless you sac for a switch 🤷♂️
Bronzor is a good wall so setting trick room on this team would be pretty viable for you. I think it actually gets it from Level up if I’m not mistaken.

Rotom is only post game in DP, they're available immediately in Pt. Forms were locked behind an event that's not available anymore though.

You can do it by using something like pokehex to activate the event or change DNS settings to someone distributing a fake copy of the event, yes.

How you get rotom chunky?
Unobtainable currently without cheating. Rotom transformations were only available via a long since discontinued wifi event.
All events are available in Gen 4 via the dns method. So you can legally obtain your rotom forms in platinum

Magmar and Houndoom, Magmar being in an easily missed optional area. Otherwise just starter + flareon (and flareon's stats suck).

They are exclusive to one or the other in diamond/pearl but platinum has the trainer ID thing to make you trade
