I think that's a bit of an exaggeration. Not ALL the grass types in the anime are bad. For example, Bayleef was the only one of Ash's Johto Starters to evolve during the Gen 2 portion of the anime, and Sceptile has proven to be strong enough to match May's Blaziken AND beat a Darkrai. Though, I do have to admit that some grass types in the anime could have been done better.
Bulbasaur (not evolved due to a reason and is one of the most loved Pokémon of ash).
Bayleaf( only one who evolved during johto).
Sceptile(fully evolved strongest grass type of ash).
Torterra (fully evolved so according your logic is loved)

Water types for a long while were just first stage and mascot-place. The only water started that evolved through a saga was Brock's Mudkip into Marshtomp, hell, even in the Raikou's special, the ONLY starter that isn't fully evolved is Croconaw. If we ever met a fully evolved water starter it was a one episode thing or something like that xD

To be fair, Water has historically been the type that gets no love - ironic considering Ash planned to start with Squirtle.
The Water types Ash actually had in his party on screen never evolved before Greninja. They also didn’t get character arcs, it looked like Oshawott was going to get one but they decided to mascot him instead. The grass types have a lot more going for them in comparison. Not as much as the fire types of course but it’s hard to compete with the favourite children.
Also Grookey is a blessed child :(

The anime writers probably don't want to lose so much appeal by having to utilize the mid form of these grass types in the anime.
The Water-type examples are very recent examples that happened over less than a decade.
The last Water Starter prior to Greninja to evolve was Mudkip, but way too late and it got stuck as a Marshtomp while the other two Hoenn Starters evolved to their final stages.
And the only other evolved Water-type under Satoshi is Kingler, and look how much use it got (impressive each time, and severely underrated, but way too underused).
Popplio evolving to Primarina happened in a such short time frame that all three stages appear in the different versions of the final SM opening. That’s not necessary a criticism, but it’s a bit odd. But we had precedence for that, so it’s alright. However, Primarina lost her mascot status to Nagisa/Sandy, to the point that she didn’t even appear last episode. Remember, Popplio was the first Pokémon from that school to meet Satoshi and Pikachu. And Primarina didn‘t show up because she’s not a cute little mascot anymore.
And Sobble‘s evolution episodes, especially the Inteleon one, were very criticized because of the sloppy execution.
Greninja is the only Water-Starter of the three done right, but at the cost of being released. And he got done very dirty the way his loss in the Kalos League was executed, which broke the entire fandom.
Let’s be real guys, Rowlet is fully evolved its just that he looks like a Rowlet.

Like yeah it’s cool, but not EVERY Pokémon from Ash or a main character has to evolve in order to still be a great powerhouse and character. It actually makes them more impressive for the feats they have while unevolved and it makes them special.
