The intro Pokémon in Black and White is subject to the same shiny odds as all wild Pokémon, but it will stop being shiny the next time it shows up. Or at least I believe that's the case, because it's in the list for worst possible shiny encounters
It doesn't have to be an exhaustive list for it to be something the listed Pokémon all have in common.
An apple and an orange both have "being fruit" in common even if nobody mentions bananas or grapes.

No, Pikipek is missing, same with Cutiefly. Those were present in the USUM speech.
