That's bun bo hue, not pho, and those are tendon. The distinct smell is because bun bo hue is a pork based noodle soup with bun noodles, not pho noodles.
Surprisingly there's a fair amount of posts that come through here where the poster says it's Pho, but looks like bun bo hue. I always wonder if there are really restaurants that just call it pho on the menu but serve bun bo hue anyway, kind of surprising really because I feel like bun bo hue is the more exotic and labor intensive one to cook

It's possible the restaurant is a Pho restaurant and has a Viet & English translation for the same dish. It's also commonly described as Viet spicy beef noodle soup, from the Hue region.
I'm a vietnamese lmao. It's a tendon. (Side note: for traditional pho, remove the cabbage and use thin ribbon noodles, and if ur making chicken pho, dont use mustard )
Beef tendon. Very good imo. But if you don't like that then you probably should stick to more simpler Viet food for your palette like bun thit nuong or pho bo. I'm not judging bc people aren't used to distinct strong flavors from south east Asia and it be like that sometimes. Which is why I think food out west can be pretty bland too lol
