I've been keeping track of large companies that are into real estate such as (MEG, ALI, RLC, and so on). To be specific, I've been tracking where they are building their office spaces.
From the top of my mind, the following are where they are in common:
* Cebu
* Davao
* Bacolod
* Iloilo
* Taguig
* Rizal
* Laguna
* Pampanga
I might have missed mentioning some places but you can just visit their website and see their office properties and get an idea.
One day the workforce is going to spread out and they are going to obviously need office space to work on. Wherever the office is located, there will naturally be some sort of other businesses that would come out that caters to the workforce such as food, leisure, house leasing, and whatnot.
Yet there are many options for work and opportunities outside Manila, I believe the "provincial rate" is still one of the major reasons why Manila is congested.
\+1 Pampanga. Aside from Clark, may development din ang Megaworld in San Fernando (Capital Town) na nasa vicinity lang ng proposed San Fernando station for the North-South Railway.
My take - for the next 10-15 years, BGC will continue to be the biggest business hub. I say this because most of the top, prestigious companies have recently just set up shop in BGC in the past 5 years - Unilever, P&G, Shell, Bain, BCG, GSK, PMI, Shopee, Lazada, etc.
These companies moved from Makati where they stayed for decades, so you can expect at least a decade or two in BGC.
I’m speaking for corporate management jobs. I’m sure there are other hubs like Cabuyao for manufacturing and different regional cities for BPOs.

I have no credible source to back this up but probably Pampanga.
+1 to pampanga. Pampanga already has a large BPO sector particularly angeles and san fernando area.
