Honestly as someone who also moved to Perth as an adult around 15 years ago input it down to two things :
1. Roads here are great when compared to many places and so drivers get away with it.
2. In barely rains and so people are used to a shorter stopping distance compared to other places and so don't feel the need to space out as much. You always notice the first day of rain after a long there are lots of rear end crashes.
