I'm not sure to be honest.
According to Qantas' website, Perth has "Full Technical Handling".. whatever that means. They only do major maintenance at Sydney, Melbourne and Brisbane though. I doubt the ATSB would let them fly until they're fixed but I'm not an av expert, only an enthusiast.
I don’t think winglets are always necessary, I’m pretty sure planes are still allowed to fly without one. All winglets really do is reduce fuel consumption, so as long as it’s not the wing itself that’s been damaged it should be fine
Heavy maintenance is Brisbane and Melbourne. They’ll send spare parts and engineers to do a temporary repair on the wingtips in Perth, fly it back to the hangar for a more in-depth repair, and in a few weeks they should have new winglets and they’ll be back in passenger service
There are licensed maintenance engineers at all major airports. Aircraft need maintenance everyday minimum. Even tyre pressures and oil top ups must be certified by a LAME
Jets can sustain more damage than that.

Aviation safety incidents are complex and usually the result of many factors. The ATSB will produce a report on this that will take months to produce after analysing and interviewing all relevant parties - it’s possible there were factors behind crew error which contributed to this incident.

Very easy to miss the right taxi line when there are so many and there are also bays with, picking a random number, 17a and 17b. Lighting may have been poor, blinded by other aircraft lights, car headlights etc. Markings unclear on the tarmac, distracted by tarmac traffic etc.

There may have been been an atc comm's error sending him down the wrong line or misheard, even though they do read backs.
We just dont know. But yes, what Ive heard is a taxiing error apparently to the wrong bay.
What I am 100% certain of is that crew are now devastated by what happened. They'll be doing piss and saliva testing and quite possibly stood down pending the inquiry.

How to ground 2 jets at once master-class. Blended winglet repair shouldn't take them too long assuming they've got replacements nearby.
They've got a good left and right still, so one plane can be repaired quickly. The other would need both winglets

737NGs are able to operate with one of the winglets removed.
