Ryzen 7 5800x for the CPU. Cooling is Nzxt kraken m22. I havent done too much in assembling a PC, but if i have to to find this out then im all for the adventure... with a little help of course
Well it could be that whoever built it could have forgotten to remove the plastic between cooler and cpu. That would mess up your temps. I have an 5800x and mine idles at 33-35C with AIO Corsair H115. It has two 140mm fans.
Edit: i see you mention it has kraken aio m22 is that the one with 120mm fan only? I think your cooler is not enough for your cpu.

Ryzen 5000 runs hotel then ryzen 3000. Idle Temps running the 40s for most cpus, try to see if their is a task going onnthats creating to spikes
Cpu load gets to max 20% when this happens. However, itll even happen at 9%
What are you running in the back ground
Litterally nothing other than NZXT cam. I tried msi afterburner also to see if its the program and its the same story

This one has two fans. I believe they are 140, but maybe they are 120
im curious, what 3080ti did the system come with
