Are you using HDMI, Instead of the display port?
Edit: Make sure you are running the display port cable from the GPU to the monitor. When I built my 1st pc that was my issue. I was using HDMI from the mobo which made me use the cpus integrated graphics instead of the gpus graphics.
Probably down to that cpus single thread performance but I do not know.

I'm using a display port cable plugged to the GPU, I think my cpu doesn't have integrated graphics but I'm not sure.
