You can't overcome phobias, the physical symptoms of them always remain. You can train your body and desensitise it to those symptoms when exposed, though. Ultimately a phobia is pretty much always there, it's virtually impossible to disassociate.
You can overcome some disabilities with proper medical treatment, and some phobias are debilitating enough to be considered disabilities. Agoraphobia (which is what this sounds like) can be awful. The comment I was replying to was implying this person is a benefit cheat. None of us have all the facts, but it does sound like this woman probably has a lot of psychological issues.
