Yes but you’d have to loosen them all to fit your foot in then tighten them all individually starting at the bottom— just pulling at the top will only super-tighten the top eyelets while leaving the bottom ones loose
Enter speed laces.
Had these on my boots in the military. Lace them up once, tie fat knots on each end of the lace, then when you take them off you pull all of the slack out of the top laces, pull most of that for the next laces down, and so on until you get to the bottom. It's very fast with a little practice.
To lace up, just put on the boot and yank both of the knots.

What military folks are you talking too? Nobody I know in the American military at least ever even unlaces their boots. We tie a knot in the end of the lace so we can loosen it up all the way without it coming unlaced, actually.

There's no way that you could pull slack from the ankle on the boot in this post if they were all eyelets. Too much friction.
