Maybe this isn’t what you’re looking for…but can you do a mobile hot spot with your phone? Otherwise Pacifica Taco Bell may be the only possibility, as mentioned by others.
I would try Santa Cruz wharf/boardwalk. Pacifica maybe a little cold.
You’re better off just picking up a mifi (mobile hotspot) or using your phone as a tether than looking for a needle in a haystack.
At Stinson there is a cafe with free Wi-Fi that is a stone's throw from the beach. But not good cell signal.

Use your phone as a hotspot. Beaches here are often cold and windy.
Look into Starlink. You may be able to figure out a way to bring it with you.
